Appropriations Programmatic or Language Requests 


Congresswoman Luz Rivas wants to hear from constituents about funding priorities and projects in California’s 29th Congressional District.


Programmatic and Language Requests offer an opportunity for Members of Congress to make programmatic requests for specific funding levels for agencies and programs funded through annual appropriations. Members of Congress also have an opportunity to request bill language or report language encouraging or directing a specific action by federal agencies.

The form below provides individuals and organizations with an opportunity to make programmatic or language requests as part of the appropriations process. 

The House Committee on Appropriations will be soliciting feedback on funding levels and report language for Fiscal Year (FY) 2027. 

Programmatic Requests: A request for a specific funding level for a federal program.

Language Requests: A request to include specific bill or report language that does not direct funding to a particular entity but encourages, urges, or directs some type of action.

Appropriations Community Project Funding Requests 

 

Community Project Funding (CPF) is an initiative that allows Members of Congress to request direct funding for projects that benefit the communities they represent. In Fiscal Year (FY) 2027, Members are able to submit up to 20 CPF requests, in addition to programmatic and language requests.

Please note, the number of CPF requests a member may submit and the timeframe to accept submissions are due to external guidelines and deadlines set by the Majority House Appropriations Committee.

All CPF requests must be submitted by Friday, March 6, 2026. This page will be updated, as appropriate, with any further information from the House Appropriations Committee. Applying does not guarantee selection from the Member or funding from the Appropriations Committee.  


Please email Rivas.Appropriations@mail.house.gov if you have any concerns or questions. If your request is selected, you may be asked to submit additional information. The process is extremely limited. Each request must meet several specific criteria, be vetted, and your submission information will be publicly posted.

Irell & Manella Graduate School of Biological Sciences Cell Sorter Research Instrument for Cancer Immunotherapy Research
Irell & Manella Graduate School of Biological Sciences (IMGS), Graduate Education Division of the Beckman Research Institute of City of Hope

The project funding would be used to purchase an advanced research instrument that will support graduate education and cancer immunotherapy research. This funding will enable researchers to analyze immune cells at the single-cell level, helping scientists understand why some patients respond to immunotherapy while others do not. This funding will strengthen biomedical workforce training while accelerating discoveries that improve diagnosis and treatment.

Los Angeles Valley College Fire Prep Pathway (FPP) Program

The project funding would be used to increase the training capacity and strengthen the regional pipeline of fire service and Emergency Medical Technicians (EMTs). This funding will help prepare community members for entry into fire academies serving county, state, and federal agencies. This funding will increase and improve the fire service and EMT workforce.

Eisner Health’s Van Nuys Health Center Renovations Project
Eisner Health

The project funding would be used to support targeted modernization improvements at Eisner Health’s Van Nuys Health Center, such as patient waiting areas, exam rooms, and other clinical spaces within the approximately 5,000-square-foot facility to improve patient flow and care delivery.

The project funding would be used to procure critical medical equipment, which  will provide more timely and effective care to low-income families, seniors, and uninsured patients who often struggle to access basic medical services.

Lankershim Boulevard Street Improvement Safety Project 
City of Los Angeles - Council District 2 

The project funding would be used to construct street safety improvements to promote connectivity and pedestrian safety and foot traffic along Lankershim Boulevard from Chandler Boulevard to Magnolia Boulevard. The improvements include a two-way cycle track upgrade, five signal modifications to incorporate pedestrian cyclist signal phasing, mid-block ramps, a floating bus bulb-out with a bus pad and new bus shelter, and others.

Jerome Avenue and Laurel Canyon Boulevard Pedestrian Signal Project 
City of Los Angeles - Council District 6

The project funding would be used to install various pedestrian safety improvements, such as a high-visibility pedestrian beacon system, pavement markings, and ADA-compliant curb improvements at one of Sun Valley's highest-activity crossings on Jerome Avenue and Laurel Canyon Boulevard. This project will reduce pedestrian-vehicle conflict at a high-risk crossing near the Interstate 5 freeway off-ramp.

Laurel Canyon Crossing and Carl St. Safety Improvement Project
City of Los Angeles - Council District 7 

The project funding would be used to fund pedestrian safety improvements along Laurel Canyon Boulevard and Carl Street. These improvements will include a new signalized crosswalk, installation of various striped crosswalks, sidewalk extensions, new sidewalks, and curb ramps in areas that are currently lacking these safety features. These elements are recommended for implementation to address long-standing safety issues, for pedestrian and mobility-impaired constituents. This project will connect families to local and regional transportation options, schools, and small businesses.

Sylmar Channel Improvement Project 
City of Los Angeles - Council District 7

The project funding would be used to improve the existing Sylmar Channel and implement street elements to increase water supply, improve storm water management, and improve water quality for 82,000 residents of Sylmar. The project’s scope includes 2,200 feet of channel improvement and enhanced infiltration, 9,000 square feet of bioretention additions to the channel perimeter, 25 drywells, approximately 45 trees, removal and replacement of 700 square feet of impervious surfaces with bioswales and vegetation.

Hillery T. Broadous Early Education Center Outdoor Learning Center 
Los Angeles Unified School District 

The project funding would be used to create an outdoor learning environment for preschoolers at Los Angeles Unified School District’s Hillery T. Broadous Early Education Center. The project will transform the school’s existing playground into distinct activity zones, including natural play areas, planting sections, shaded spots, and seating. This project gives preschool children daily access to nature-based learning and a nearby space to explore plants, insects, and the natural world. By improving accessibility and adding open space, the project supports healthy child development, strengthens outdoor education, and promotes community wellbeing for all.

Whitsett Park North Stormwater Capture Project 
Los Angeles Department of Water and Power 

The project funding would be used to capture stormwater runoff from a 303-acre tributary area by diverting and capturing flows within the Los Angeles County Flood Control District storm drain to the park’s stormwater capture system. The project will install a 0.9-acre underground infiltration gallery to capture and infiltrate stormwater at Whitsett Park North.

Metrolink Rail Stations and Crossings Modernization Project
Southern California Regional Rail Authority

The project funding would be used to modernize safety and passenger information systems at two commuter rail stations and crossings. The project will install real-time digital display monitors, expand video surveillance at critical rail infrastructure locations, and deploy smart crossing technology to improve safety, reduce traffic congestion, and enhance communication with riders. These upgrades will strengthen system reliability, protect vital infrastructure, and improve the overall passenger experience while supporting regional mobility needs.

North Hollywood Low-Income Veteran Affordable Housing Project 
City of Los Angeles - Council District 2

The project funding would be used to transform a vacant lot in North Hollywood into a community of 12, 3-story, 3-bedroom permanent homes, including two fully ADA-compliant units that will serve low-income veterans and military families. All units will incorporate design features to accommodate many of the physical and mental health injuries common to combat veterans. The community will include an urban community garden to encourage healthy eating and outdoor living.

San Fernando Transportation Improvement Project 
City of San Fernando

The project funding would be used to accelerate roadway resurfacing and sidewalk reconstruction along key transportation corridors serving residents, commuters, and regional traffic. This transit safety infrastructure improvement project will enhance roadway safety, repair deteriorating pavement, and improve pedestrian accessibility throughout the City of San Fernando.

Anti-Copper Wire Theft Street Lighting Initiative 
City of Los Angeles- Council District 2 

The project funding would be used to install anti-copper wire theft measures for city lighting infrastructure in the neighborhoods of Valley Glen and Valley Village. This initiative has identified 332 specific outage locations with transit and public safety concerns. This is a one-time capital investment in “theft-proof” technology that will significantly reduce future maintenance costs.

The project funding would be used to rehabilitate and resurface critical vehicle service roads at Van Nuys Airport (VNY), a key transportation and economic asset. These service roads are essential to daily airport operations, supporting aircraft servicing, emergency response, maintenance activities, and tenant access. The project will address pavement deterioration and aging infrastructure to ensure continued safe, reliable, and efficient airport operations.

City of Los Angeles’ Sequoia Apartment Improvement Project

The project funding would be used to rehabilitate an operating affordable housing complex for special needs residents, such as homeless and formerly homeless persons. This project will provide housing renovations and improvements that include elevator modernization, re-roofing, heating and cooling system improvements, plumbing upgrades, irrigation replacement, covered parking roof installation and full painting of the building.

Los Angeles Mission College Construction Technology Workforce Training Facility 
Los Angeles Mission College

The project funding would be used to support capital improvements, equipment acquisition, and program expansion necessary to establish the construction training facility and expand workforce training capacity. This project addresses a clear economic development benefit for the community through a workforce training center for skilled construction trades by expanding training capacity and creating a dedicated hands-on training facility. It will prepare approximately 300 students over three years for entry into apprenticeship programs and construction careers, supporting housing production, infrastructure development, and wildfire rebuilding efforts across Los Angeles County.

Las Palmas Park and Community Center Revitalization Project

The project funding would be used to rehabilitate and revitalize the existing Las Palmas Park and Community Center. This project will improve the multipurpose community center where the senior center hosts congregate meals, nutrition classes, and other services, in addition to the surrounding outdoor park area for seniors and families.
