Congresswoman Luz Rivas Votes Against House Republicans’ Bill to Abandon Oath, Empower Trump
WASHINGTON, D.C. — Congresswoman Luz Rivas (CA-29) released the following statement after House Republicans passed H.R. 1526, the No Rogue Rulings Act of 2025 (NORRA), as part of their larger crusade to allow President Trump to do whatever he wants without proper checks and balances.
“Our country was founded on the basis of co-equal branches of government – it is written into the Constitution that we swore to protect as elected officials,” said Congresswoman Rivas. “House Republicans are abandoning their oaths and advancing a bill that would weaken the federal courts’ Constitutional duty to serve as a check on President Trump’s unlawful violations on Americans’ rights and freedoms. I joined House Democrats in voting against Republicans’ rubber stamp on the President’s actions, upholding our oaths to the Constitution, and defending the American people from this Administration’s harmful and unlawful agenda.”
Background
H.R. 1526, NORRA, prohibits federal district court judges from granting nationwide injunctions, including temporary restraining orders (TROs), preliminary injunctions, and permanent injunctions that apply to anyone other than the parties to the case.
These legal tools allow courts to pause or end federal policies that have a nationwide impact and have been used numerous times this year to protect Americans from President Trump’s unconstitutional and unlawful actions.
Judges appointed by Democratic and Republican Presidents have used injunctions and TROs to prevent DOGE from gaining access to sensitive government data, unfreeze trillions of dollars in federal funding, and protect birthright citizenship.
H.R. 1526 passed in the House by a vote of 219-213.
