Congresswoman Luz Rivas Introduces Bipartisan Bill to Streamline American Advanced Manufacturing

WASHINGTON, D.C. — Congresswoman Luz Rivas (CA-29) and Congressman David Rouzer (NC-07) introduced the Streamlining American Manufacturing Strategy Act, a bill that will align multiple timelines for advanced manufacturing initiatives to every four years which will ensure a clear set of goals and synchronization of data collection.

 

“Advanced manufacturing – including technology that powers AI – is crucial to advancing our country’s innovation and ensuring the United States can remain competitive in the global market,” said Congresswoman Rivas. “However, because large manufacturing projects are not currently aligned on the same timeline - the needed goals, resources, and efforts are out of sync. But by removing these hurdles, we are creating more jobs and lowering costs for workers across the country.”

 

“America’s advanced manufacturers are the backbone of our innovation economy. Streamlining project timelines will cut through red tape, reduce costs, and allow these manufacturers to focus on driving efficiency, reinforcing domestic industry, and advancing critical technologies,” said Congressman Rouzer.

 

Background:

 

The Streamlining American Manufacturing Strategy Act would amend the National Institute of Standards and Technology Act to align the timelines for multiple advanced manufacturing initiatives to every four years on the same cycle. 

 

The Manufacturing USA Strategic Plan establishes a 3-year planning cycle for updating the National Institutes of Standards and Technology Act. Currently, the National Strategy for Advanced Manufacturing is updated every four years on a different cycle. This alignment ensures a clear set of goals, synchronized data collection, and reduced bureaucracy for U.S. advanced manufacturing stakeholders.

 

The Streamlining American Manufacturing Strategy Act was introduced in the Senate by Senators Lisa Blunt Rochester (D-DE) and Ted Budd (R-NC).
