Congresswoman Luz Rivas Introduces Bill to Improve AI Literacy and Education

WASHINGTON, D.C. — Congresswoman Luz Rivas (CA-29), the only Latina in Congress with a background in science, technology, engineering, and mathematics (STEM), introduced the Artificial Intelligence for Advancing Literacy and Learning Act (AI for ALL Act) to improve AI literacy and education across the country.

 

“AI-generated content is becoming more prevalent in every aspect of daily life – if we do not have a plan to become proficient in, and understand, AI today, we will not be ready to handle the challenges it can pose in the future,” said Congresswoman Rivas. “My AI for ALL Actwill help ensure the American public understand AI and that its evolving technology is being used responsibly, safely, and effectively. My bill allows the United States to continue being a global leader in AI by ensuring innovative breakthroughs with emerging technologies can continue serving the public good.”

 

BACKGROUND:

 

The Artificial Intelligence for Advancing Literacy and Learning Act (AI for ALL Act) creates the Artificial Intelligence (AI) Literacy and Education Commission within the Office of Science and Technology Policy (OSTP). The commission would have 10 members and be chaired by the OSTP Director. The commission would have members of government, the private sector, and higher education who are experts in AI.

 

The purpose of the commission will be to develop a national strategy for the federal government to improve and promote AI literacy and education and to coordinate AI literacy and education efforts across the federal government. 

 

The AI for ALL Act would:

 

  • Create a Commission that develops a national strategy for the Federal Government on AI literacy and education;
  • Identify the opportunities and challenges for the Federal Government to improve AI literacy and education across the country;
  • Ensure the American people understand AI and its evolving technology and how to use it safely and effectively;
  • Ensure the United States continues to be a global leader in AI;
  • Submit the national strategy to Congress; and
  • Develop and disseminate AI literacy education materials.
